2024 Bidding Announcement for Calibration and Verification Services of Weighing Instruments and Meters

Based on the calibration reports of instruments and meters submitted by the Production and Manufacturing Center and the Quality Inspection Center, as well as the relevant provisions of the "Bidding and Tendering Management Measures," our company will adopt a competitive negotiation method for public bidding in the market for the procurement project of weighing instruments and meters calibration and verification services.

1. Procurement Project Information

1. The service period for this procurement project is two years and involves all the weighing instruments, meters, and instruments listed in the checklist, as well as any additional weighing instruments, meters, and instruments added during the two-year service period. Bidders should thoroughly understand the relevant equipment and conduct on-site verification, and supplement any omitted items. Otherwise, if awarded the contract, it will be deemed that the bidder agrees to provide services for the omitted items free of charge. The classification list of weighing instruments and meters on the production line is attached.

2. Purchaser: Hunan Chunguang Jiuhui Modern Chinese Medicine Co., Ltd.

3. Procurement Project Name: Instrument and Meter Measurement Calibration and Verification Service Project

4. Main Work Content of Procurement: Instrument and Meter Calibration and Verification Services

- Responsible for equipment calibration and verification;
- Issue reports and certificates of conformity;
- Bidders may determine whether calibration/verification is conducted on-site or externally. If outsourced, proper handling, storage, transportation, and return of the equipment must be ensured;
- Any other work necessary to complete the project is included within the scope of this tender.

5. Service Period: Two years from the date of contract signing.

2. Procurement Instructions for the Planned Measurement Calibration Services

1. Detailed quantities of weighing instruments and meters are listed in the attachment;

2. The calibration and verification service period is 2 years;

3. Payment Method: After the contract is signed, Party B shall complete the verification and calibration service and issue the verification/calibration certificates/reports. Within 10 working days after Party A accepts the service and receives Party B's VAT invoice, Party A will pay Party B 50% of the annual maintenance service fee by bank transfer. The remaining 50% of the annual service fee will be paid after one year of service.

3. Bidder Qualification Requirements

1. Possess independent legal entity qualification and provide a valid business license (scan or photocopy with official seal);

2. Provide the legal representative's proof of identity and a copy of their ID card (if someone other than the legal representative directly participates in bidding, provide the original power of attorney from the legal representative, a copy of the legal representative's ID, and a stamped copy of the ID of the entrusted agent);

3. Bidders must have certification from an accredited inspection and testing institution (CMA) and laboratory accreditation certificate (CNAS);

4. Preferable are bidders who have independently completed similar bidding projects in the past three years, and who have not caused quality or safety accidents due to management issues, nor have they been administratively penalized;

5. No major ongoing or past litigation where the bidder is a defendant, applicant, or executor, which may affect the performance of the project contract;

6. Comply with national laws and regulations and other requirements specified in the bidding documents;

7. Joint bids are not accepted for this project.

IV. Composition of Bidding Documents

1. Quotation section (all costs including technical services, commissioning, testing, taxes, etc.).

2. One set of photocopies of the following documents with the company seal (for record): copies of the business license and tax registration certificate; original power of attorney from the legal representative, copies of the ID cards of the legal representative and the authorized person; copies of CNAS and CMA qualifications; after-sales service commitment.

V. Binding and Submission of Bidding Documents

1. Each bidding company shall prepare its bid documents according to the announcement requirements.

2. Bidders should bind and seal the quotation section and accompanying documents into a booklet.

3. After sealing with a stamp, send the documents to our company by courier or bring them to our company before the bidding on the opening day.

4. Bids submitted after the deadline or with incomplete documents will be considered invalid.

5. On the bid opening day, bidders must send personnel to attend the opening, otherwise it will be considered a waiver (unless unable to attend due to force majeure, in which case it will not be considered a waiver).

6. Bidding Method

According to the company's "Tendering and Bidding Management Measures," public bidding and competitive negotiation methods will be used to select the service provider.
