3. Qualification requirements for bidders

3.1 Basic Qualification Requirements for Suppliers:

(1) Capable of independently assuming civil liability;

(2) Having a good business reputation and a sound financial accounting system;

(3) Having the necessary equipment and professional technical capabilities to fulfill the contract;

(4) Have a good record of paying taxes and social security funds in accordance with the law;

(5) Within the three years prior to participating in the bidding activity, there has been no significant record of illegal activities in business operations;

(6) Other conditions stipulated by laws and administrative regulations.

Bidders who have obtained a new certificate implementing the "three certificates in one" registration system reform shall be deemed to have relevant certificates and meet the relevant terms of the basic qualification conditions; Bidders who have obtained a new certificate implementing the "Five Certificates in One" grading system reform shall be deemed to have relevant certificates and meet the relevant provisions of the basic qualification conditions.

3.2. This project does not accept consortium bidding.

4. Obtaining the bidding documents

4.1 Acquisition time: Please be available from September 15, 2025 to September 19, 2025, daily from 9:00 am to 12:00 pm and from 1:00 pm to 5:00 pm (Beijing time, excluding holidays).

4.2 Location of Acquisition: Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd. (No. 10 Kangping Road, Liuyang Economic and Technological Development Zone).

4.3 Method of Obtaining: Obtain the bidding documents from the contact person of the procurement project by providing the original introduction letter or authorization letter stamped with the official seal of the unit (with a copy of the legal representative's ID card attached), a copy of the authorized person's ID card stamped with the official seal of the unit, and a copy of the bidder's business license stamped with the official seal.

4.4 Any legal person or other organization that has not received the bidding documents shall not participate in the bidding.
