1. Deviation rate (X)=| (bid price - arithmetic mean of valid bid prices)/arithmetic mean of valid bid prices | * 100%

Deviation rate (X) greater than 0: For every 1% increase in deviation rate starting from 0, deduct 1 point, 50-100 * X * 2.

Deviation rate (X) is equal to 0: the quotation is divided into 50 points;

Deviation rate (X) less than 0: For every 1% decrease in deviation rate starting from 0, subtract 1

Calculate separately, 50-100 * X * 0.4.

2. Effective bidding quotation refers to the quotation of bidders who have passed the qualification and compliance review.

3. The arithmetic mean of valid bid prices is the sum of valid bid prices divided by the number of valid bid prices.

During the calculation process, the arithmetic mean should be rounded to two decimal places (percentages should also be rounded to two decimal places), and the third decimal place should be rounded off.

5. If the bidding price is significantly lower than other bidding prices (90% of the arithmetic mean) and may be lower than the cost, bidders should be required to provide explanations and relevant materials. If a bidder cannot reasonably explain or provide relevant supporting materials, the bidder's quotation shall be deemed to be lower than the cost, and the evaluation committee shall treat it as a invalid bid.

1. Bidders with quality management system certification will receive 3 points (note: Bidders must provide a copy of the certification certificate within the validity period and a screenshot of the national certification and accreditation information public service platform query. Those who do not provide it or do not provide it as required will not receive points);

2. Bidders with AAA credit rating certificates of corporate credit and quality service trustworthiness will receive 2 points, while those who do not provide them will not receive any points. (Bidders must provide copies of valid certificates and screenshots of the National Certification and Accreditation Information Public Service Platform query. Failure to provide or comply with the requirements will not be counted.).

From January 1, 2021 to the bidding deadline (based on the contract signing time or the issuance time of the winning bid notification), if the bidder or the manufacturer of the bid products provides two or more similar performance instruments of the same type (similar products refer to instruments and equipment of the same type included in the contract goods list), 2 points will be awarded for each performance provided, with a maximum score of 10 points for this item.

(The contract goods list includes similar instruments for this project, and a copy of the contract must be provided (including key pages of the contract, the contract quantity must not be concealed, and a contract invoice must be provided, otherwise it will be considered an invalid bid)
