Qualified suppliers are welcome to participate in the bidding. The relevant matters are hereby announced as follows:

1、 Procurement project information

This maintenance service involves all devices and systems listed in the service object list. Bidders should have a detailed understanding of the relevant equipment configuration, and may conduct on-site inspections to supplement any missing items in the maintenance list. Otherwise, once awarded the bid, the bidder will be deemed to agree with the missing parts and provide free services. The classification list and requirements for maintenance and repair service instruments are detailed in the attachment "Laboratory Precision Instrument Equipment Maintenance Cooperation Content".

2、 Procurement instructions for equipment maintenance and repair

1. The equipment maintenance and repair period is 2 years.

2. During the maintenance period, when the user unit issues a fault declaration, the bidder must respond within 30 minutes. Generally, faults can be resolved within 24 hours, and major faults can be resolved within 48 hours. If the issue cannot be resolved in a timely manner, the situation should be explained to the user unit.

3. During the maintenance period, training will be conducted quarterly (PPT courseware must be sent to the quality manager), and face-to-face teaching will be conducted every six months.

4. During the maintenance period, equipment accessories within one thousand yuan shall be provided free of charge by the winning bidder. If the cost exceeds one thousand yuan and the winning bidder agrees to provide accessories with the use of the equipment, the winning bidder shall be given priority at the same brand price, but not limited to the winning bidder.

5. Payment terms: 30% payment will be made after the contract is signed, 50% payment will be made after one year of equipment maintenance with a full 13% value-added tax special invoice, and the remaining 20% payment will be made within one month of the equipment maintenance period without interest.

3、 Qualification Requirements for Bidders

1. A company with independent legal personality (with maintenance qualifications);

2. The company should have professional chromatography instrument maintenance engineers who have experience in maintenance and upkeep of Agilent, Shimadzu, Waters, and Thermo Fisher brands (with at least one brand engineer certificate).

3. In the past three years, priority has been given to independently completing bidding projects with similar performance, and there have been no quality or safety accidents or administrative penalties caused by management reasons.

4. The absence of litigation cases involving defendants, respondents, or executors may affect the performance of the bidding project contract.

5. Comply with other requirements set forth in national laws, regulations, and bidding documents.

4、 Composition of bidding documents

1. Quotation section (all expenses for personnel training, technical services, debugging, testing, taxes, etc.).

2. Bring a set of copies (to be retained) of the following documents stamped with the official seal: copies of the business license and tax registration certificate of the enterprise; Original power of attorney from the legal representative, copies of the legal representative's ID card and the authorized person's ID card; China Credit Information Network credit information, after-sales service commitment (including debugging, daily maintenance, training).

5、 Binding and submission of bidding documents

1. Each bidding unit shall prepare their own bidding documents according to the requirements of the announcement for bidding.

2. The bidding party shall bind and seal the quotation and information of the bidding documents in a booklet.

3. After being stamped and sealed, it will be delivered to our company by express delivery or carried to our company on the day of bid opening before the bid opening.

4. Bidding documents that exceed the deadline and have incomplete information are considered invalid.

5. On the day of the bid opening, the bidding party must send personnel to the site to participate in the bid opening, otherwise it will be considered as a waiver (if unable to come to the site due to uncontrollable factors, it will not be considered as a waiver).

6、 Bid evaluation and determination method:

1. The evaluation method for this project adopts "competitive negotiation".

2. Method for determining the winning bidder: Based on the responsiveness of the bidding documents provided by the bidding unit and the comprehensive qualifications and case of the bidding unit, the members of the evaluation team will negotiate on-site and obtain the results to select a bidding unit as the winning bidder.
