According to the relevant provisions of the "Management Measures for Tendering and Bidding of Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd.", our company is bidding for the project of extracting and disposing of medicinal residues. Bidders are requested to submit their bidding documents in accordance with the provisions of this bidding document.

1、 Project Overview

1. Project name: Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd. Solid Waste Disposal Project.

2. Project requirements: In accordance with current national laws, regulations, technical requirements, and normative standards, our company's solid waste (Chinese medicine extraction residue) should be disposed of harmlessly to meet the requirements of national environmental protection laws and regulations.

3. Project content: For our company general solid waste (drug residue) is entrusted for disposal.

4. Project service period: 2 years.

2、 Qualification Requirements for Bidders

1. The company has a good financial condition and has independently completed similar bidding projects in the past three years, without any quality or safety accidents or administrative penalties caused by management reasons.

2. An independent legal entity with the qualification for general industrial solid waste treatment (code SW59).

3. There are no significant litigation cases involving defendants, respondents, or executors that may affect the performance of the bidding project contract.

3、 Bidding method

1. Adopt open bidding and competitive negotiation to determine the commissioning unit.

2. The qualification review method for this project is qualification review after the bid opening.

4、 Composition of bidding documents

1. Quotation section (quoted separately according to project content, project content: general contractor);

2. One set of copies with official seal (to be retained): original business license of the enterprise, authorization letter of the legal representative, copies of the ID cards of the legal representative and authorized person, and general industrial solid waste treatment qualification certificate (code SW59); Credit China Network Public Information Report (screenshot).

5、 Submission of Bid Documents

1. Each bidding unit shall prepare their own bidding documents according to the requirements of the announcement for bidding.

2. The bidding party shall bind the quotation part and information of the bidding documents into a booklet and seal it.

3. One set of copies with official seal (to be retained): original business license of the enterprise, authorization letter of the legal representative, copies of the ID cards of the legal representative and authorized person, and general industrial solid waste treatment qualification certificate (code SW59); The Credit China Network Public Information Report (screenshot) will be stamped and sealed before being sent to our company by express delivery.

4. Bidding documents that exceed the deadline and have incomplete information are considered invalid.

On the day of the bid opening, the bidding party must send personnel to the site to participate in the bid opening, otherwise it will be considered as waiver (if unable to come to the site due to uncontrollable factors, providing relevant evidence will not be considered waiver).

9、 Payment method

1. Payment method: Both parties shall verify the quantity of Chinese medicine residue waste transported, and both parties shall sign and confirm the "Chinese Medicine Residue Cost Settlement Form". After verification, Party B shall issue a value-added tax special invoice according to Party A's requirements; Settle expenses on a monthly basis. If Party B fails to issue invoices on time or issues invoices that do not meet Party A's requirements, Party A has the right to postpone payment accordingly and shall not bear any breach of contract liability as a result.

10、 Quotation method

1. Quotation method: If the amount of drug residue processed is less than 300 tons per month, the quotation will be based on the unit price per ton (settled based on the actual measured quantity).

② If the amount of drug residue processing exceeds 300 tons per month, a quotation will be provided on an annual lump sum basis.
