1. Bidding conditions
The construction funds for this bidding project are self raised by the enterprise, with a 100% investment ratio. The bidder is Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd. The project has met the bidding conditions and is now open for domestic bidding for its construction.
2. Project Overview and Bidding Scope
2.1 Project Name: Chunguang Jiuhui Fire Protection System Maintenance Service
2.2 Service Content: In accordance with national standards such as the "Code for Construction and Acceptance of Automatic Fire Alarm Systems" GB, "Code for Construction and Acceptance of Automatic Sprinkler Systems" GB, and "Standard for Standardized Management of Building Automatic Fire Protection Facilities and Fire Control Rooms", we ensure that the maintenance work of the entire fire protection system is systematic, standardized, and documented, so that the entire equipment system (fire alarm controller system, fire linkage control system, graphic display device, fire water pump, fire sprinkler system, smoke detector, etc.) operates well, is complete and easy to use, and is foolproof in case of an alarm.
2.3 Service Commitment Letter:
2.3.1 All maintenance work will be strictly carried out in accordance with the national fire safety regulations, and all maintenance and repair work acceptance standards will also be executed in accordance with the standards and regulations. All testing instruments, machinery, and tools related to maintenance work are provided by the maintenance company, and all auxiliary materials related to maintenance work are provided by the maintenance company.
2.3.2 Strictly abide by the owner's rules and regulations and safety management norms during the maintenance process, comply with the owner's requirements for outsourcing enterprises, and promise that the maintenance unit shall bear corresponding legal responsibilities for any losses caused to the owner unit due to the fault of the maintenance unit. Any accidents caused by maintenance personnel violating safety operating procedures shall be the responsibility of the maintenance unit.
2.3.3 Conduct comprehensive maintenance and testing of the fire protection system as required, and complete it within the time specified by the owner (including inspection, testing, self inspection and acceptance by the owner).
2.3.4 The maintenance content shall be strictly carried out in accordance with the maintenance plan, and there shall be no behavior that reduces the project.
2.3.5 Daily maintenance telephone is a 24-hour uninterrupted service. Maintenance staff will arrive at the site within 5 hours after receiving the call, and a dedicated engineer will be assigned to provide follow-up services.
2.3.6 Strictly follow relevant national regulations for maintenance, effectively ensuring the quality of maintenance.
2.3.7 During the maintenance process, ensure good cooperation and coordination with the management personnel of Party A. The company shall appoint one project leader to be responsible for liaison with relevant personnel of the owner.
2.3.8 The fire protection system will undergo regular inspections and maintenance as planned. Conduct self testing and issue inspection reports and maintenance records.
2.3.9 Regular system inspections, spot checks of the system, and provision of maintenance reports.
2.3 Service Period: From the date of contract signing until two years later.
On the day of bid opening, bidders must send personnel to the site to participate in the bid opening, otherwise it will be considered as a waiver.
3. Qualification requirements for bidders
3.1 The bidding applicant must be a company (enterprise) officially registered in China with independent legal personality;
3.2 The bidding unit must hold a three in one "Enterprise Legal Person Business License" that has passed the annual inspection;
3.3 Have the qualification for testing, maintenance, repair, and upkeep of fire equipment and facilities certified by national authorities.
3.4 shall not be a 'dishonest person subject to enforcement'.
4. Bid evaluation method: The bid evaluation method for this project adopts competitive negotiation, and the qualification review method for this project is qualification review after the bid opening.
5. Submission of bidding documents:
The deadline for submission of bidding documents and the bid opening time are 13:30 on August 25, 2023, at Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd. (Liuyang Biomedical Park)
5.2 Bid documents that are delivered late or not delivered to the designated location, or that are not sealed and marked as required, will not be accepted by the tenderer.
