In accordance with the relevant provisions of the "Bidding and Tendering Management Measures of Hunan Chunguang Jiuhui Modern Chinese Medicine Co., Ltd.", our company is conducting a bidding process for the old extraction preparation steam pipeline project. Bidding units are requested to submit their bidding documents in accordance with the provisions of this bidding document.

2. Project requirements: Complete our company's renovation project in accordance with the relevant current national laws and regulations, technical requirements, and normative standards.

II. Qualification Requirements for Bidders
1. The enterprise has a good financial status, has independently completed similar bidding projects in the past three years, and has not experienced any quality or safety accidents or administrative penalties due to management reasons.
2. An independent legal entity, with a business license obtained in accordance with the law (with pipeline installation qualifications).
3. There are no litigation cases in which the defendant, respondent, or person subject to enforcement has committed significant misconduct that may affect the performance of the bidding project contract.
III. Bidding method
1. The construction unit will be determined through open bidding and competitive negotiation.
2. The qualification review method for this project is conducted after the bid opening.
IV. Composition of the bidding documents
1. Quotation section (quotations are provided separately according to project content, with project content being a lump sum);
2. A set of photocopies of documents with official seals (to be retained): business license, original copy of the legal representative's power of attorney, photocopies of the legal representative's ID card and the authorized person's ID card, and public information report from the Credit China website.
V. Submission of Bidding Documents
1. Each bidding unit shall prepare its own bid document for bidding according to the requirements of the announcement;
2. The bidder shall bind and seal the quotation and materials of the bidding documents into a volume;
3. The bidding documents must be sealed and delivered to our company via express delivery before the bid opening, or alternatively, the sealed bidding documents can be submitted to our company by the bidders themselves before the bid submission deadline.
4. Bidding documents that exceed the deadline or contain incomplete information shall be deemed invalid;
5. On the day of bid opening, bidders must send representatives to the site to participate in the bid opening process. Failure to do so will be considered as an abstention (in case of unforeseen circumstances preventing attendance, providing relevant evidence will not be considered as an abstention);

IX. Payment method
Upon issuance of a VAT special invoice and signing of the contract, 30% of the contract amount shall be prepaid. After the project is completed and passes Party A's inspection, and the usage registration certificate is completed, a full VAT special invoice shall be issued for payment of 65% of the contract amount. The remaining 5% of the contract amount shall be retained as a quality assurance deposit. If there are no quality issues and the project meets industry standards two years after passing inspection, the remaining payment shall be made in full without interest upon receipt of the construction party's paper payment application. If Party B delays issuing the invoice or the invoice issued does not meet Party A's requirements, Party A shall have the right to postpone the payment accordingly and shall not bear any liability for breach of contract.

The construction unit shall provide relevant materials and material quality certificates:
Pipe components: material certificates for pipes, elbows, tees (or crosses), reducers, plugs, flanges, bolt gaskets, etc;
Pipe supports: Material certificates for channel steel, angle steel, steel plates, etc., used for supporting pipes;
Certificates of conformity for various types of valves, safety valves, pressure gauges, temperature gauges, compensators (purchased), and flowmeters;
Welding rod and welding wire material certificates
