Due to the need for expanding the company's production capacity, we are now conducting a public bidding for the production line resumption and rectification project. Bidders are requested to submit their bidding documents in accordance with the provisions of this bidding document.
1、 Project Overview
1. Project Name: Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd.'s Traditional Chinese Medicine Extraction Production Line Resumption and Rectification.
2. Project requirements: In accordance with current national laws, regulations, technical requirements, and regulatory standards.
3. Construction period: Construction will commence on August 22, 2024, and will be completed before August 31, 2024, and will be inspected and accepted by the purchaser.
4. Project content:
① Replace the upper, lower, and bottom cover jacket condensate pipes of three steam condensate pipelines (including 9 sets of drain valve groups).
② Remove the original rust and peeling paint from the public pipelines (circulating water inlet and outlet) and drinking water pipelines, apply anti rust paint to the bottom layer, and paint the surface layer in the original color (see Attachment 1).
③ Vacuum unit exterior rust removal+primer anti rust paint+topcoat;
④ Waterproof treatment shall be carried out for the leaking area on the roof, and wall paint treatment shall be carried out for the moldy and peeling areas on the top (see Attachment 2).
⑤ Remove the original rust and peeling paint on the flat and bottom surfaces of the steel platform, and apply anti rust paint on the bottom layer and fireproof paint on the surface layer (see Attachment 3).
⑥ The body of the elevator case is severely deformed and cannot be restored. It is recommended to use three wall panels as a whole. Replace the control systems related to the roof, floor doors, etc. (See Attachment 4).
⑦ Some areas of the color steel plate in the clean area are severely rusted or even perforated. The color steel plate door in the crushing room needs to be replaced, and some areas require rust removal and painting treatment (see Attachment 6).
⑧ Some areas of the precision drying package need to be re leveled due to self flow; (Attachment 7).
⑨ The top wall paint of the extraction area has peeled off, the original peeling wall paint has been removed, and a new primer and topcoat have been applied (see Attachment 8).

2、 Qualification Requirements for Bidders
1. The financial condition of the enterprise is good, and there has been no fraudulent bid winning, serious breach of contract, or major quality issues in the past three years.
2. Possess independent legal personality and obtain a business license in accordance with the law.
3. This bidding does not accept consortium bidding, and experienced bidders are preferred.
4. Have a good business reputation and sound financial accounting system.
5. Possess the necessary equipment and professional technical capabilities to fulfill the contract.
3、 Bidding method
1. Adopt open bidding and competitive negotiation to determine the construction unit. The qualification review method for this project is the qualification review after the bid opening.
4、 Composition of bidding documents
1. Quotation section (quoted separately according to project content, project content: general contractor)
2. A set of photocopies with official seals (to be retained): Business License of the enterprise; Original power of attorney from the legal representative, ID card of the legal representative, and photocopy of the authorized person's ID card.
5、 Submission of Bid Documents
1. Each bidding unit shall prepare their own bidding documents according to the requirements of the announcement for bidding
2. The bidding party shall bind the quotation part and information of the bidding documents into a booklet and seal it
3. A set of photocopies with official seals (to be retained): original business license of the enterprise, authorization letter of the legal representative, ID card of the legal representative, and ID card copies of the authorized person. After stamping and sealing, please send it to our company by express delivery
4. Bidding documents that exceed the deadline and have incomplete information are considered invalid
On the day of the bid opening, the bidding party must send personnel to the site to participate in the bid opening, otherwise it will be considered as a waiver (if unable to come to the site due to uncontrollable factors, it will not be considered as a waiver)

other requirements
1. Payment method: Issue a 9% value-added tax special invoice, prepay 30% of the contract amount after signing the contract, issue a full 9% value-added tax special invoice to pay 60% of the contract amount after the project is completed and accepted, and the remaining 10% of the contract amount will be used as a quality guarantee deposit. After one year of acceptance, if there are no quality problems, the remaining balance will be paid in full without interest upon receipt of the construction party's paper payment application. If Party B fails to issue invoices on time or issues invoices that do not meet Party A's requirements, Party A has the right to postpone payment accordingly and shall not bear any breach of contract liability as a result.
2. On site investigation: The bidding unit is requested to contact the representative of the bidding unit before registration. They need to go to the site to understand the basic situation of the original factory facilities and construction requirements, and provide a construction plan, etc.
