In accordance with the relevant provisions of the "Bidding and Tendering Management Measures of Hunan Chunguang Jiuhui Modern Chinese Medicine Co., Ltd.", our company is conducting bidding for the safety facility design diagnosis project and the factory general layout plan project. Bidding units are requested to submit their bidding documents in accordance with the provisions of this bidding document.
1. Project Overview
1. Project Name: Safety Project of Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd
2. Project requirements: Complete our company's safety facility design diagnosis project and factory general layout project in accordance with the relevant current national laws and regulations, technical requirements, and normative standards, ensuring compliance with relevant national laws and regulations.
3. Project content:
① Conduct a comprehensive safety facility design diagnosis for the company's factory area (replacing the "three simultaneities");
② Modify the general layout of the entire factory area;
II. Qualification Requirements for Bidders
1. The enterprise has a good financial status, has independently completed similar bidding projects in the past three years, and has not experienced any quality or safety accidents or administrative penalties due to management reasons.
2. An independent legal entity with design qualifications in the pharmaceutical or engineering industry.
3. There are no litigation cases in which the defendant, respondent, or person subject to enforcement has committed significant misconduct that may affect the performance of the bidding project contract.
III. Bidding method
1. The entrusting party shall be determined through open bidding and competitive negotiation.
2. The qualification review method for this project is conducted after the bid opening.
IV. Composition of the bidding documents
1. Quotation section (provide separate quotations based on project content, project content: lump sum contracting);
2. Credit information of the bidding unit from China Credit Information Service, and relevant commitments for post-service;
3. Relevant information and materials (screenshots) of the bidding unit from China Credit Network;
4. A set of photocopies of documents with official seals (to be retained): business license, original copy of the legal representative's power of attorney, photocopies of the legal representative's ID card and the authorized person's ID card, and engineering design qualification certificate for the pharmaceutical industry.
V. Submission of bidding documents
1. Each bidding unit shall prepare its own bid document for bidding according to the requirements of the announcement;
2. The bidder shall bind and seal the quotation part and materials of the bidding documents into a volume;
3. A set of photocopies of documents with official seal (to be retained): business license, original copy of the legal representative's power of attorney, photocopies of the legal representative's ID card and the authorized person's ID card, and engineering design qualification certificate for the pharmaceutical industry; after being sealed and stamped, please send them to our company by express delivery;
4. Bidding documents that exceed the deadline or contain incomplete information shall be deemed invalid;
5. On the day of bid opening, bidders must send representatives to the site to participate in the bid opening; otherwise, it will be considered as an abstention (in case of unforeseen circumstances preventing attendance, providing relevant evidence will not be considered as an abstention);

VIII. Payment method
Issue a 6% VAT special invoice. After signing the contract, pay 30% of the contract amount in advance. Upon project completion and acceptance by Party A, issue a full 6% VAT special invoice for 60% of the contract amount. The remaining 10% of the contract amount serves as a quality guarantee deposit. After six months of acceptance and no issues are found, issue a full 6% VAT special invoice to pay the remaining balance in full, without interest. If Party B delays issuing the invoice or the invoice does not meet Party A's requirements, Party A has the right to postpone the payment accordingly and does not bear any liability for breach of contract.
