According to the relevant provisions of the "Management Measures for Tendering and Bidding", our company adopts an open bidding method for laboratory instrument and equipment maintenance projects, and welcomes qualified suppliers to participate in bidding. The relevant matters are hereby announced as follows:
1、 Procurement project information
This maintenance service involves all devices and systems listed in the service object list. Bidders should have a detailed understanding of the relevant equipment configuration and may conduct on-site surveys to supplement any missing items. Otherwise, once awarded the bid, the bidder will be deemed to agree with the missing parts and provide free services. The list of maintenance and repair service instruments can be found on the attached page.

2、 Procurement instructions for equipment maintenance and repair
1. Please refer to the text for detailed information on the number and configuration of devices.
2. The equipment maintenance and repair period is 2 years.
3. During the maintenance period, when the user unit issues a fault declaration, the bidder must respond within 30 minutes. Generally, faults can be resolved within 24 hours, and major faults can be resolved within 48 hours. If the issue cannot be resolved in a timely manner, the situation should be explained to the user unit.
4. Payment terms: 30% payment will be made after the contract is signed, 60% payment will be made after one year of equipment maintenance with a full 13% value-added tax special invoice, and the remaining 10% payment will be made within one month of the equipment maintenance period without interest.
3、 Qualification Requirements for Bidders
1. Chromatography instrument companies with independent legal personality;
2. The company should have professional chromatography instrument maintenance engineers, who should be currently employed engineers from one of the Agilent, Shimadzu, Waters, or Thermo Fisher brands. Capable of fully fulfilling the contract.
3. In the past three years, priority has been given to independently completing bidding projects with similar performance, and there have been no quality or safety accidents or administrative penalties caused by management reasons.
4. Lawsuits without significant defendants, respondents, or executors may affect the performance of the bidding project contract.
5. Comply with other requirements set forth in national laws, regulations, and bidding documents.
4、 Composition of bidding documents
1. Quotation section (all expenses for personnel training, technical services, debugging, testing, taxes, etc.).
2. Bring a set of copies (to be retained) of the following documents stamped with the official seal: copies of the business license and tax registration certificate of the enterprise; Original power of attorney from the legal representative, copies of the legal representative's ID card and the authorized person's ID card; A professional report template for instrument maintenance and upkeep, along with a commitment to after-sales service (including debugging, daily maintenance, and training).
5、 Binding and submission of bidding documents
1. Each bidding unit shall prepare their own bidding documents according to the requirements of the announcement for bidding.
2. The bidding party shall bind and seal the quotation and information of the bidding documents in a booklet.
3. After being stamped and sealed, it will be delivered to our company by express delivery or carried to our company on the day of bid opening before the bid opening.
4. Bidding documents that exceed the deadline and have incomplete information are considered invalid.
5. On the day of the bid opening, the bidding party must send personnel to the site to participate in the bid opening, otherwise it will be considered as a waiver (if unable to come to the site due to uncontrollable factors, it will not be considered as a waiver).
