Hunan Chunguang Jiuhui Modern Chinese Medicine Co., Ltd. Plastic Pallet Tender Document
According to the relevant provisions of the "Regulations on Bidding and Tendering Management," our company will adopt the method of public bidding for the procurement project of plastic pallets, and qualified suppliers are welcome to participate in the bidding.
1. Procurement Project Information
Purchaser: Hunan Chunguang Jiuhui Modern Chinese Medicine Co., Ltd.
Procurement Project Name: Plastic Pallets
Procurement Content:
1) 500 plastic pallets, size 1200mm × 1000mm × 150mm (for specific requirements, see the URS file)
2) 500 plastic pallets, size 40mm × 80mm × 12mm (see Attachment 1)
2. Description of Pallets to Be Procured
1) Detailed pallet parameters can be found at the end of the document. Please do not bid if the technical parameters cannot be met.
2) The pallet warranty period is 1 year. Within 3 years after the warranty period, only parts fees will be charged (starting from the date of acceptance).
3) Payment Method:
3.1 Prepayment: 30% of the total contract amount will be paid within 10 business days after the contract is signed.
3.2 After the goods are produced and before delivery, 30% of the total contract amount will be paid upon presentation of a full-value 13% VAT invoice. A list providing documents, text, accessory names, quantities, and unit prices shall also be provided, with other requirements in accordance with the URS.
3.3 After the goods are installed, commissioned, and trial-run for two months, 30% of the total contract amount will be paid within 10 business days.
3.4 Retain 10% of the total contract amount as a quality deposit. The warranty period is one year. After the warranty expires and if there are no quality issues, the remaining payment will be made within 10 business days without interest.
3. Bidder Qualification Requirements
1) Possess independent legal entity status, and have the qualification level and registered capital required for the bidding project.
2) Have the capability to fully perform the contract.
3) Have experience independently completing similar bidding projects in the past three years, without quality or safety accidents caused by management reasons, and without administrative penalties.
4) No major lawsuits as a defendant, respondent, or person subject to enforcement that may affect the performance of the bidding project contract.
5) Comply with national laws and regulations and other requirements specified in the bidding documents.
4. Composition of Bidding Documents
1) Quotation part (including detailed equipment configuration list and unit prices of all accessories, transportation, taxes, after-sales service, payment method)
2) Bring one set of copies of the following materials stamped with the company seal (for retention); original company qualifications, Power of Attorney for the legal representative, copies of the ID cards of the legal representative and the authorized person; credit information from China Credit Network; and after-sales service commitment.
V. Binding and Submission of Tender Documents
1. Each bidding entity shall prepare its own tender documents in accordance with the announcement requirements.
2. Bidders should bind and seal the pricing section and supporting materials of the tender documents.
3. After stamping and sealing, deliver them by courier or in person to our company.
4. Tender documents submitted past the deadline or with incomplete materials will be considered invalid.
5. On the day of the bid opening, bidders must send personnel to attend the opening; otherwise, it will be considered a waiver.

VI. Bid Evaluation and Award Method:
1. The evaluation method for this project is "competitive negotiation."
2. Method for determining the winning bidder: The evaluation team will select a winning bidder based on the responsiveness of the submitted tender documents and the comprehensive qualifications and case studies of the bidding entities.
3. The qualification review for this project will be conducted on-site.
