Bidding units are requested to submit their bidding documents in accordance with the provisions of this bidding document.
1. Project Overview
1. Project Name: Solid Waste Disposal Project of Hunan Chunguang Jiuhui Modern Traditional Chinese Medicine Co., Ltd.
2. Project requirements: In accordance with the relevant current national laws and regulations, technical requirements, and normative standards, our company's solid waste (traditional Chinese medicine extraction residues) shall undergo harmless disposal to meet the requirements of national environmental protection laws and regulations.
3. Project content: Commissioning the disposal of our general solid waste (pharmaceutical residue).
4. Project service duration: 2 years.
II. Qualification Requirements for Bidders
1. The enterprise has a good financial status, has independently completed similar bidding projects in the past three years, and has not experienced any quality or safety accidents or administrative penalties due to management reasons.
2. An independent enterprise legal person, possessing general industrial solid waste treatment qualifications (code SW59).
3. There are no major litigation cases where the defendant, respondent, or person subject to enforcement may affect the performance of the bidding project contract.
III. Bidding method
1. The entrusting party will be determined through open bidding and competitive negotiation.
2. The qualification review method for this project is conducted after the bid opening.
IV. Composition of bidding documents
1. Quotation section (quotations are provided separately according to project content, with project content being a lump sum);
2. A set of photocopies of documents with official seal (for retention): business license, original copy of the legal representative's power of attorney, photocopies of the legal representative's ID card and the authorized person's ID card, general industrial solid waste disposal qualification certificate (code SW59); public information report from the Credit China website (screenshot).
V. Submission of Bidding Documents
1. Each bidding unit shall prepare its own bidding document for bidding according to the requirements of the announcement.
2. The bidder shall bind and seal the quotation part and materials of the bidding documents into a volume.
3. A set of photocopies of documents with official seals (to be retained): business license, original power of attorney from the legal representative, photocopies of the legal representative's ID card and the authorized person's ID card, general industrial solid waste treatment qualification certificate (code SW59); public information report from the Credit China website (screenshot), which should be sealed and sent to our company via express delivery.
4. Bidding documents that exceed the deadline or contain incomplete information shall be deemed invalid.
On the day of bid opening, bidders must send representatives to the site to participate in the bid opening process. Failure to do so will be considered as a waiver (in case of unforeseen circumstances preventing attendance, providing relevant evidence will not be considered as a waiver).

VIII. Payment method
1. Payment method: Both parties shall verify the quantity of transferred Chinese herbal residue waste, and Party A and Party B shall sign and confirm the "Chinese Herbal Residue Expense Settlement Sheet". After verification, Party B shall issue a VAT invoice according to Party A's requirements; the settlement of expenses shall be made on a monthly basis. If Party B delays issuing the invoice or the invoice issued does not meet Party A's requirements, Party A has the right to postpone the payment accordingly and shall not bear any liability for breach of contract.
IX. Quotation method
1. Quotation method: ① For the treatment capacity of medicinal dregs less than 300 tons per month, the quotation is based on the unit price per ton (settlement is made based on the actual weighed quantity).
② For monthly processing capacity of more than 300 tons of medicinal dregs, a quotation will be provided based on an annual lump sum contract.
