On February 26, He Zunqing, Deputy Secretary of Huaihua Municipal Party Committee, Secretary of the Political and Legal Affairs Commission, and Chain Leader of the Traditional Chinese Medicine Industry Chain, led a delegation to visit the company for an inspection and exchange. Accompanying them were Xiang Ming, Vice Chairman of Huaihua Municipal CPPCC and Deputy Chain Leader of the Traditional Chinese Medicine Industry Chain; Lin Queqing, Deputy Secretary of the Municipal Party Committee and Director of the Traditional Chinese Medicine Industry Chain Office; Tan Liming, Director of the Municipal Health Commission; and relevant officials from the Municipal Party Committee Office, Traditional Chinese Medicine Industry Chain Office, and Chinese Medicinal Materials Office. The exchange symposium was chaired by Su Dehui, Deputy Party Secretary, Vice Chairman, and General Manager of Hunan Pharmaceutical Development Group, with Shen Fanshun, Party Branch Secretary and Chairman of the company, participating in the inspection.

He Zunqing and his delegation toured the company's exhibition hall and the extraction and preparation workshops of its Chinese herbal formula granules production line, gaining detailed insights into the company's development history, flagship products, and production scale. During the symposium, Shen Fanshun presented and discussed the current status of the company's innovative Chinese herbal decoction pieces industry, its future development strategy, and plans to deepen cooperation with Huaihua City's medicinal resources.

He Zunqing highlighted that the traditional Chinese medicine (TCM) industry stands as one of Huaihua's three key industrial clusters. He outlined the city's competitive advantages in TCM development across five dimensions: medicinal resources, growth opportunities, policy support, platform positioning, and business environment. He proposed three collaborative avenues with Hunan Pharmaceutical Development Group to achieve mutual benefits: First, leveraging Huaihua's abundant medicinal resources, both parties will jointly establish GAP-certified cultivation bases for authentic medicinal herbs, implement targeted procurement systems, develop flagship varieties of Hunan-produced herbs, and advance their respective TCM industries. Second, deepen partnerships with local TCM enterprises in processing, production, and formulation R&D to facilitate resource integration for high-quality health products and regulatory approvals. Third, capitalizing on Huaihua's transportation advantages, comprehensive investment promotion mechanisms, TCM support policies, and its dual positioning as a "National Pilot Zone for TCM Comprehensive Reform" and "Inland Innovation Hub," he urged Hunan Pharmaceutical Development Group to strategically establish a presence in Huaihua through government-enterprise collaboration, jointly building a competitive industrial chain.

Su Dehui provided an overview of Hunan Pharmaceutical Development Group, emphasizing its comprehensive approach to the pharmaceutical industry chain. He stressed the importance of leveraging both parties' resource strengths, with traditional Chinese medicinal materials as the foundation and deeper collaboration with Chun Guang Jiu Hui as the catalyst. The group will enhance cooperation between Huaihua and the parent company in other sectors, exploring more detailed partnerships in pharmaceutical distribution, medical devices, healthcare, and production to achieve mutual success.
The two sides discussed how to advance government-enterprise integration in the next phase, promote regional cooperation, and jointly develop the traditional Chinese medicine industry. They reached preliminary cooperation intentions and proposed to sign a strategic cooperation agreement in the first half of this year to implement some projects.
