It provides fundamental guidance and direction, especially for deepening the reform of state-owned assets and enterprises, enhancing core functions, improving core competitiveness, further clarifying the functional positioning of state-owned enterprises, refining main responsibilities and core business, and promoting state-owned enterprises to become stronger, bigger, and better.

The meeting emphasized that all company staff must accurately understand the content of the Decision, always firmly uphold the correct direction for further comprehensive reforms, maintain continuity in reforms, implement existing reform plans, and conduct in-depth research and refine measures around the deployment of major reform tasks. Studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee should be regarded as an important political task both currently and in the future. Everyone should deeply understand its connotations and requirements and take practical actions to firmly support the “Two Establishes” and resolutely achieve the “Two Safeguards.”
