On April 28,2025, the company held its 2025 Work Safety Conference at the Liuyang production base. Deng Wenli, Deputy General Manager of Hunan Pharmaceutical Development Group, and Shen Fanshun, the company's Party Branch Secretary and Chairman, attended the meeting and delivered speeches. The conference was chaired by Deputy General Manager Ouyang Xiyeh.

Vice President Kang Yongfeng of the company conveyed and studied the recent meeting directives on production safety from the Provincial State-owned Assets Supervision and Administration Commission and the Group Company. He summarized the company's 2024 production safety achievements and outlined key tasks for 2025. Vice President Liu Yan announced the 2024 Outstanding Production Safety Individual Awards and presented the honors. All attendees then watched the safety education film "Safety Responsibility on Our Shoulders" collectively.

Shen Fanshun conducted a systematic review of the 2024 safety work. He stated that through a series of effective measures including strengthening accountability, establishing systems, increasing investment, and implementing rectifications, the company had created a safe and stable environment for its operational reform and development. At the same time, he pointed out existing shortcomings in workplace safety and proposed three requirements for improving safety management in 2025: First, enhance responsibility commitment to build an "ironclad responsibility system." Responsibilities must be layered and consolidated to establish a comprehensive accountability framework that covers all aspects vertically and horizontally, ensuring safety responsibilities are implemented at every stage to fortify the safety barrier. Second, deepen hidden danger inspections to solidify the "mechanism foundation." The company should systematically advance risk classification control and develop relevant systems for hidden danger identification and rectification, incorporating safety inspections, corrective actions, and work-related accident prevention into performance evaluations. This approach will leverage assessment as a guiding tool to drive implementation and institutional safeguards for safety. Third, implement the "Three-Alls" governance to strengthen "resource support." In 2025, the company's safety management must achieve full participation, continuous oversight, and comprehensive coverage, ensuring both safety and business operations are equally prioritized and reinforced, thereby promoting coordinated progress between workplace safety and corporate development.

Deng Wenli fully affirmed the company's achievements in safety work for 2024 and outlined plans for 2025. To further strengthen workplace safety, she proposed four key requirements: 1) Enhance political awareness and reinforce the safety development philosophy. Employees should thoroughly study President Xi Jinping's important discourses and directives on workplace safety and emergency management. From a political perspective, safety development must be integrated into all aspects and processes of corporate growth, making workplace safety the foundation of company development. 2) Improve management mechanisms and strengthen safety accountability. Focus on standardizing workplace safety practices by establishing standardized management protocols, clarifying safety responsibilities at all management levels, and ensuring accountability implementation. 3) Intensify training and drills to boost safety awareness. Organize targeted safety education and training programs for employees in different positions to enhance their safety consciousness and self-protection capabilities, embedding safety principles into daily operations. 4) Strengthen hazard management to reinforce safety defenses. Conduct hazard identification, risk assessment, and thorough inspections, maintain standardized records and management ledgers, and ensure 100% coverage and resolution rate for identified hazards.

The meeting was attended by company managers at team leader level and above, safety production supervisors from subsidiaries, and outstanding safety production personnel.
